CLASS TITLE:  Civic Center Maintenance Leader I

PURPOSE OF THE CLASSIFICATION:   

Acts as a working lead person in performing a variety of unskilled, semiskilled and skilled tasks: performs as a member of a work group or oversees workers on individual job assignments engaged in planned or scheduled general custodial, maintenance and renovation activities. Assists with organization of special events and recreational activities for individuals and groups of all ages including festivals, agriculture shows, expos and trade shows, arts and crafts, music, dramatics, education and developmental programs involving City Parks and Recreation Department properties and facilities and other related assigned duties.

 


ESSENTIAL TASKS:

• Oversees and assists with the operation and maintenance of the Muskogee Civic Center.

• Oversees and participates in daily maintenance and cleaning of assigned facilities including directing others in picking up trash and debris, cleaning restrooms and facilities and office/break room areas.

• Assists with facility rentals and contract use to ensure maximum use of the facilities and avoid conflicts with multiple user groups and traffic in and out of facilities. 

• Participates in and directs others performing special events set up, clean up and removal activities and assembling and disassembling of various equipment.

• Works with Assistant Parks Director for Exposition and Civic Facilities on annual operations and event budget and maintaining expenses.   

• Works with Assistant Parks Director for Exposition and Civic Facilities to organize, schedule, supervise and evaluate employee(s); assists with assignment priorities and work and training of staff personnel.  

• Oversees and operates hand tools, power tools and other small equipment as well as other machinery including scissor lifts.  

• Oversees and participates in the repair and maintenance of City facilities, equipment and property.

• Assists in and stimulates good relations while promoting programs and events to diverse populations, attracting local community use and out of town guests’ use of facilities.  

• Assists with collection of fees and ensuring money handling and purchasing procedures are in compliance with City policies and procedures.  

• Oversees and participates in assembling and disassembling various equipment.

• Oversees and participates in inspection of facilities, equipment and program activities for safety and cleanliness.

• Works with Civic Center Events and Marketing Manager to recruit and enlist volunteers and support staff for programs and community events.

• Oversees and participates in compliance with City policies and procedures.

• Prepares work orders for special maintenance needs and supplies.

• Operates telephone and email to answer, screen and forward calls and communications to provide information as necessary and required.

• Operates office equipment such as fax machines, copiers, phone systems and uses computer for spreadsheets, word processing, database management and other applications; learns to operate new office technologies as developed and implemented.

• Performs other work as necessary and or as assigned.

• Must report to work on a regular and timely basis.

REPORTING RELATIONSHIPS:

The Civic Center Maintenance Leader I reports directly to the Assistant Parks Director for Exposition and Civic Facilities.

 

The Civic Center Maintenance Leader I is normally assigned to direct the work of the Civic Center Maintenance Worker III and may help lead part-time, temporary and volunteer staff scheduled to assist with event and facility operations.   

QUALIFICATIONS:

Training and Experience:  High school diploma or equivalent and three (3) years of experience as a trades helper or maintenance laborer in any of the construction and maintenance trades, preferably including some work experience involving the operation of light to medium construction equipment with at least one (1) year of experience leading and coordinating or providing general crew oversight or supervision.

 

Knowledge, Abilities and Skills:  Considerable knowledge of manual labor work practices, methods, tools and materials of varied semiskilled maintenance work; and considerable knowledge of the hazards and safety precautions of the work. Ability to understand and follow verbal and written instructions; ability to lead a group of workers performing manual labor for extended periods of time in varying weather conditions; ability to use and instruct others in the use of mechanical tools and equipment; ability to operate and instruct others in the use of various types of automotive and power equipment; ability to read and interpret plans and specifications; ability to plan and oversee the work of semiskilled and skilled workers; and the ability to understand and influence the behavior of others within the organization, customers or the public in order to achieve job objectives and cause action or understanding.

Physical Requirements:  The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job in compliance with the Americans with Disabilities Act (ADA) requirements.  On a case by case basis, reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  Physical requirements include frequent walking and standing; frequent lifting of over fifty (50) pounds; occasional carrying of objects weighing over fifty (50) pounds; constant reaching and handling; occasional balancing, stooping, kneeling, crawling and climbing; vision, speech and hearing sufficient to perform essential tasks.  Punctuality and reasonable attendance is essential.     Must submit to drug screening and fitness to work physical exam.

Licenses and Certificates:  Possession of a valid Oklahoma Class D driver’s license is required.

WORKING ENVIRONMENT:  Indoors and outdoors in various weather conditions. Will travel to other City locations as required.  Exposure to wet, hot, cold and/or humid conditions.  Requires ability to work nights, weekends, holidays and irregular hours.

Notice:  This classification is a “safety sensitive” position as defined by the United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing Act and/or the Oklahoma Medical Marijuana laws.  As a “safety sensitive” classification, the employee will be subject to drug and alcohol testing including random testing.  Marijuana is one of the substances included in the drug panel screening.  Possession of a medical marijuana license will not excuse the employee from the testing process or the consequences of testing positive for marijuana. 

MINIMUM PAY:  $15.30/hr.  Excellent employee benefits (insurance, vacation leave, sick leave, retirement, holidays).

WORK HOURS:  Schedule varies according to need but 8:00 a.m. to 5:00 p.m., Monday through Friday, when flexing of schedule is not needed. Some overtime and/or the ability to flex schedule for evening, weekend and holiday work as needed.  Requires ability to work nights, weekends, holidays and irregular hours.
